No. 23 - Saginaw, Michigan to Geneva, Switzerland
Dated 14 May, 1943, this cover made it as far as New York City where it was examined by Examiner #7039 who applied an official cello closer label. It was then sent to the New York City Post Office where a "RETURN TO SENDER/NO SERVICE AVAILABLE" hand stamp was applied and the cover returned to Saginaw.
After the German occupation of Vichy France, on 09 November, 1942, the U.S. Government decided to cut all mail delivery to Switzerland except for POW and Red Cross mail. They didn't want their mail looked at by the enemy censors.
